| 内容記述 | Prior to World War II, individual public officials in the UK and US, as well as inJapan, assumed responsibility for illegal actions on their part, but some failed togive the required compensation to their victims because the salary levels at thetime made this impossible. It was only after the war that the national governmentsof these countries granted such compensation. This article examines illegal acts by public officials from the point of view ofgovernment compensation and Article 17 of the Japanese Constitution. The trem illegal acts is used here only because it is customary and this usage isnot based on any detailed examination of the acts themselves. |
