E. Deming’s business management. Deming came to Japan during the 1950s and advocated quality control（QC） in Japan during this period. These theories had a huge impact on Japan post World War 2 （WW2）, playing a big role in the manufacturing and rebuilding of the civil communications industry post WW2. Especially significant were the Civil Communications Section （CCS） management courses.
