These theories had a huge impact on Japan post World War 2 （WW2）, playing a big role in the manufacturing and rebuilding of the civil communications industry post WW2. Especially significant were the Civil Communications Section （CCS） management courses. Following Deming’s achievements in Japan, he returned to the United States and established the Deming philosophy of business management.},
