Accordingly he has personal assistants near by him all day long, every day. These assistants include both home helpers paid by the public personal assistance system and volunteer helpers. Shijonawate city has set a limit for the hours of personal assistance under the public personal assistance system. The maximum hours of personal assistance admitted for one person are 203 hours per one month （31 days）. It means that one is not necessarily guaranteed to have all the personal assistance, the major sort of community life support service, he or she needs. Some more problems similar to this were found.
