To achieve this purpose, the researcher reviewed the reports of the Japanese Ministry of Education, Culture, Sports, Science and Technology,(MEXT).  As a result of this review, the following was evident. Until the 1980s, the MEXT reports indicated inadequacies in teaching practice, and had no description of the field experience. In the 1990s, these reports began to describe the field experience.
