The research was conducted at 18 public bathing areas (beaches and lakes) in Japan’s Kinki region.In total, information on 2358 events was collected, involving 3650 children and 2332 companions.  While 2550 children (69.8%) wore flotation devices such as lifejackets or swim belts, 955 children (26.2%) played by the water with no such equipment. In comparison, only 474 companions (20.3%) wore flotation devices, a lower rate than among children. In addition, 429 cases (17.8%) were seen of children playing alone or in small groups of two or more. Lifeguards or others monitoring for water accidents were in 16 of the bathing areas, and life-saving devices such as rescue boards and tubes in 10 of the bathing areas.
